dc.description.abstractStormwater management (SWM) practices reduce flood risk and damage, and they have been shown to boost economic growth, community health, and human connection. North Carolina faces growing obstacles in maintaining its stormwater systems. Aging infrastructure, limited budgets, and increasing storm risks challenge local governments to keep systems working and in compliance. This study aims to identify how environmental and community factors are linked to stormwater system compliance and whether these risks align with prioritization by local leaders. Geospatial and statistical methods identified patterns between environmental risks, county characteristics, and compliance outcomes. Government managers, public works and stormwater officials, engineering consultants, and subject matter experts in water infrastructure and management contextualize these findings with common strategies and challenges for real-world applications. Combining data and professional experience, this study offers a more complete understanding of system performance and management-level decision-making in North Carolina’s communities.
